2. Definitions
In these terms:
“We”, “us”, “our” means Rivmedia Ltd trading as buyprivateplates.uk.
“You”, “your” means the person placing an order or using our website.
“Registration mark” or “plate” means a personalised vehicle registration number.
“DVLA” means the Driver and Vehicle Licensing Agency.
“Transfer” means the process of assigning a registration mark to a vehicle or placing it onto a retention certificate, carried out by the DVLA.
3. What We Sell
3.1 We sell the rights to personalised registration marks. We do not sell physical number plates. Once a registration mark has been transferred or a certificate of entitlement (V750) has been issued, you will need to obtain physical plates from a Registered Number Plate Supplier (RNPS).
3.2 We offer three categories of registration:
(a) Unissued DVLA stock (new registrations) β These are registrations that have never been assigned to a vehicle. We purchase these from the DVLA on your behalf.
(b) Pre-owned registrations β These are registrations currently held by private individuals on retention certificates or assigned to vehicles. We act as an intermediary between you and the seller.
(c) Gift registrations β Any of the above purchased as a gift, where a nominee is named on the certificate of entitlement.
3.3 All registrations are subject to availability. We cannot guarantee that any registration will remain available between the time you place your order and the time the purchase or transfer is completed. If a registration becomes unavailable, we will offer you a full refund of all monies paid.
3.4 All registrations and transfers are subject to DVLA approval. The DVLA and the Secretary of State reserve the right to withdraw any registration at any time without compensation. We cannot be held responsible for any decision made by the DVLA.
4. Prices and Payment
4.1 All prices displayed on our website are in pounds sterling (Β£).
4.2Β All prices displayed include VAT at the prevailing rate. A VAT breakdown is shown at checkout and on your order confirmation.
4.3 The total price of your order includes the registration mark, the DVLA assignment fee (currently Β£80), and our transfer service fee where applicable. These are itemised at checkout so you can see a full breakdown before you pay.
4.4 We accept payment by debit card and credit card via our secure payment processor. Payment is taken at the time of order.
4.5 For pre-owned registrations, the final price may be subject to negotiation with the current owner. We will confirm the agreed price with you before proceeding.
5. Transfer Service
5.1 For unissued DVLA stock, our concierge transfer service is included in the price. We handle the DVLA application on your behalf. Typical completion time is 3β5 working days, although this may vary depending on DVLA processing times.
5.2 For pre-owned registrations, we manage the transfer process between the seller and the DVLA on your behalf. You will be required to provide certain documents (including your V5C registration certificate) to facilitate the transfer. Typical completion time is 5β10 working days after we receive all required documentation, although this may vary.
5.3 We will keep you informed of progress throughout the transfer process by email.
5.4 We are not responsible for delays caused by the DVLA, Royal Mail, incomplete or incorrect documentation provided by you, or the actions of third-party sellers.
6. Your Obligations
6.1 You must provide accurate personal details and vehicle information when placing an order. We cannot be held responsible for errors resulting from incorrect information provided by you.
6.2 Vehicle age rules: A registration mark must not be used to make a vehicle appear newer than it actually is. For example, a “24” prefix plate cannot be assigned to a vehicle first registered before 1 March 2024. We will advise you at the point of sale if a registration has any age restrictions, but it is ultimately your responsibility to ensure the registration is eligible for your vehicle.
6.3 Display rules: All registration marks must be displayed in accordance with the Road Vehicles (Display of Registration Marks) Regulations 2001. It is a criminal offence to alter the spacing, font, or appearance of characters on a number plate. Physical plates must be obtained from a Registered Number Plate Supplier (RNPS) and must display the supplier’s name, postcode, and the relevant British Standard mark.
6.4 Insurance: You must notify your motor insurer of any change to your vehicle’s registration. Failure to do so may invalidate your insurance policy.
6.5 For pre-owned transfers, you must submit the required documents within 21 days of purchase. Failure to do so may delay or prevent the transfer.
7. Your Right to Cancel
7.1 Under the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013, you have the right to cancel your order within 14 days of the date of purchase without giving any reason.
7.2 Important exception: If we have begun the transfer or assignment process with your express consent during the cancellation period, and the service has been fully performed, you will lose your right to cancel. By placing an order and agreeing to these terms, you acknowledge that the transfer service may commence immediately.
7.3 If the transfer has commenced but is not yet complete, you may still request cancellation. In this case, you will be required to pay for the services already provided up to the point of cancellation, including any non-recoverable DVLA fees.
7.4 For unissued DVLA stock: If we have already purchased the registration from the DVLA on your behalf, the DVLA’s own cancellation policy applies. The DVLA permits cancellation within 14 days of purchase but will not refund the Β£80 assignment fee if the registration has already been assigned to a vehicle.
7.5 To cancel, contact us by email at hello@buyprivateplates.uk or by post to the address in section 1, clearly stating your order number and the registration mark.
8. Refunds
8.1 If you cancel within the 14-day cooling-off period and no transfer work has commenced, you will receive a full refund of all monies paid within 14 days.
8.2 If a registration becomes unavailable after you have paid, you will receive a full refund within 14 days.
8.3 If a transfer cannot be completed due to a DVLA rejection, you will receive a full refund of all monies paid, excluding any non-recoverable third-party fees.
8.4 We cannot offer refunds once a transfer has been completed and the registration has been assigned to a vehicle or a V750 certificate of entitlement has been issued in your name.
8.5 Refunds are made to the original payment method.
9. Pre-Owned Registrations β Additional Terms
9.1 When we advertise a pre-owned registration, the registration is held by its current owner, not by us. Availability is subject to the owner’s continued willingness to sell.
9.2 We verify ownership through documentation (V5C or retention certificate) before listing a pre-owned plate.
9.3 If a pre-owned transfer cannot be completed within 12 weeks of receipt of cleared funds and correct documentation from both parties, a full refund of all monies paid will be made upon request.
10. Selling a Registration Through Us
10.1 If you wish to sell a registration through our platform, you must be the legal owner of the registration or have written authority to sell it.
10.2 Commission is agreed in writing before we list your registration. We operate on a no-sale, no-fee basis β there is no listing fee.
10.3 Payout is made by bank transfer after the buyer’s funds have cleared and the DVLA has confirmed the transfer.
10.4 We reserve the right to decline to list any registration at our discretion.
11. Limitation of Liability
11.1 We will use reasonable care and skill in providing our services, but we do not guarantee any particular outcome.
11.2 We are not liable for any loss or damage arising from DVLA decisions, delays, or policy changes beyond our control.
11.3 Our total liability to you for any claim arising from or in connection with our services shall not exceed the total amount you have paid to us for the relevant order.
11.4 Nothing in these terms excludes or limits our liability for death or personal injury caused by our negligence, fraud or fraudulent misrepresentation, or any other liability that cannot lawfully be excluded or limited.
12. Complaints
12.1 If you are unhappy with any aspect of our service, please contact us at hello@buyprivateplates.uk or write to us at the address in section 1. We aim to acknowledge all complaints within 2 working days and resolve them within 14 working days.
12.2 For full details of our complaints process, please see our Complaints Procedure.
12.3 If we are unable to resolve your complaint to your satisfaction, you may refer the matter to an alternative dispute resolution (ADR) provider. As an online trader, we are required to inform you of the UK Government’s Online Dispute Resolution platform, which can be found at https://ec.europa.eu/odr.
